In Administrative Matters
The Regional Plenum in Administrative Matters of the Central-North Region with residence in Mexico City resolved that it is within the competence of the District Courts in Administrative Matters to resolve amparos in which the claimed act is the omission by an authority to respond to a written petition requested under Article 8 of our constitution.
A legal precedent was issued in which it was determined that the administrative authority must refrain from sanctioning a public employee when they fail to submit their financial disclosure within the established period, as such omission constitutes a non-serious correctable offense when the disclosure is subsequently submitted spontaneously.

In Constitutional Matters
The Regional Plenum in Criminal Matters of the Central-North Region, based in Mexico City, ruled that the incompetence of a district court to hear an indirect amparo lawsuit is not sufficient merely by basing it on being named as the responsible authority, rather a specific procedure must be followed to determine whether the district court issued the claimed act or not, thereby establishing its jurisdiction.
Furthermore, a legal precedent was issued determining that indirect amparo is not admissible against the resolution declaring the exception of connexity of the cause well-founded. It is deemed inappropriate to apply and/or interpret extensively Article 107, Section VIII of the Amparo Law, which allows for the possibility of filing amparo against rulings of incompetence.
