{"id":1915,"date":"2024-11-06T17:49:38","date_gmt":"2024-11-06T17:49:38","guid":{"rendered":"https:\/\/www.ibarrapg.com\/?p=1915"},"modified":"2026-04-15T00:38:07","modified_gmt":"2026-04-15T00:38:07","slug":"national-electricity-strategy","status":"publish","type":"post","link":"https:\/\/www.ibarrapg.com\/en\/national-electricity-strategy\/","title":{"rendered":"National Electricity Strategy"},"content":{"rendered":"<p style=\"text-align: justify;\">The purpose of this memo is to share a summary of President Claudia Sheinbaum\u2019s morning conference held today, November 6th, 2024, highlighting the presentation of the CFE Energy Plan, particularly regarding new frameworks for private sector participation in electricity generation. As noted by the President, the Secretary of Energy and the General Director of the Federal Electricity Commission (\u201c<span style=\"text-decoration: underline;\">CFE<\/span>\u201d), it will be necessary to wait for the final structure of the secondary legislation on this matter, as well as the issuance of the General Administrative Provisions by the competent authority, to analyze these new frameworks from a legal perspective.<\/p>\n<p style=\"text-align: justify;\"><strong>Key points of interest include the following:<\/strong><\/p>\n<p style=\"text-align: justify;\">The Coordinated Energy Regulatory Agencies, Energy Regulatory Commission (&#8220;<span style=\"text-decoration: underline;\">CRE<\/span>&#8220;) and the National Hydrocarbons Commission (&#8220;<span style=\"text-decoration: underline;\">CNH<\/span>&#8220;) were referenced. In response to a direct question about their dissolution, the President indicated that they will operate with technical independence within the framework of the National Energy Plan. However, she also stated that the reform concerning autonomous agencies is moving forward, and these entities will not remain as they currently are.<\/p>\n<p style=\"text-align: justify;\">There appears to be uncertainty within the Federal Government regarding these regulatory agencies&#8217; future structure and operations.<\/p>\n<p style=\"text-align: justify;\">The President assured that planning between Ministry of Energy of Mexico (&#8220;<span style=\"text-decoration: underline;\">SENER<\/span>&#8220;), the Federal Electricity Commission (&#8220;<span style=\"text-decoration: underline;\">CFE<\/span>&#8220;), Petr\u00f3leos Mexicanos (&#8220;<span style=\"text-decoration: underline;\">PEMEX<\/span>&#8220;), National Center for Natural Gas Control (&#8220;<span style=\"text-decoration: underline;\">CENAGAS<\/span>&#8220;), National Energy Control Center (\u201c<span style=\"text-decoration: underline;\">CENACE<\/span>\u201d), CNH and CRE and collaboration with local governments will be strengthened to implement projects and ensure public welfare.<\/p>\n<p style=\"text-align: justify;\">Uncertainty persists concerning the future of CENAGAS. Attention should be given to the upcoming conference, announced to take place in the coming weeks. At it, PEMEX\u2019s General Director will outline a plan similar to the one presented by the CFE.<\/p>\n<p style=\"text-align: justify;\">The discourse of \u201ccoordination\u201d continues to emphasize that SENER will be strengthened as the head of the energy sector, likely centralizing decisionmaking in electricity, hydrocarbons, energy transition and natural gas.<\/p>\n<p style=\"text-align: justify;\">The government emphasized its responsibility to promote regional development and shared prosperity, including agreements with companies to involve communities in the planning and executing of projects with environmental and social impacts.<\/p>\n<p style=\"text-align: justify;\">The announcements will likely result in structural changes within the CFE, amendments to secondary legislation, and the design of specific regulations applicable to the sector.<\/p>\n<p style=\"text-align: justify;\"><strong>Highlights from the Conference<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>1.- National Electric Sector Strategy:<\/strong><\/p>\n<ul style=\"text-align: justify;\">\n<li>Strengthening the planning of the national electricity sector.<\/li>\n<li>Energy Justice.<\/li>\n<li>A robust, reliable, and secure electrical system.<\/li>\n<li>Diagnostics of the Electrical System.<\/li>\n<li>Strategies to ensure system reliability and forecasts for the energy transition.<\/li>\n<li>Clear rules to secure and increase private investment.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\"><strong>2.- Private Sector Participation Models for Self-Consumption:\u00a0<\/strong><\/p>\n<ul style=\"text-align: justify;\">\n<li>Households and small businesses generating up to 0.7 MW will be exempt from requiring service permits, an increase from the previous 0.5 MW threshold.<\/li>\n<li>Expedited procedures will be promoted to address the needs of development hubs and new industrial parks, which will self-consume 5 MW to 20 MW on-site without surplus to the grid.<\/li>\n<li>Companies connecting to the grid must pay for transmission infrastructure usage consistent with current requirements.<\/li>\n<li>Long-term contracts will allow producers to deliver energy and capacity to the CFE.<\/li>\n<li>A new hybrid producer model will be created, permitting the state to participate with at least 54% of the investment, with the remainder coming from private investment.<\/li>\n<li>Market electricity generators will continue to exist, but they must comply with reliability requirements and align with the National Energy Plan for intermittent energy sources.<\/li>\n<li>In collaboration with the digital agency, a onestop digital window and administrative simplification strategy will be implemented to facilitate investments efficiently and costeffectively.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\"><strong>3.- Energy Regulatory Agencies:\u00a0<\/strong><\/p>\n<ul>\n<li style=\"text-align: justify;\">These agencies will not remain in their current form but will maintain technical autonomy.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>The purpose of this memo is to share a summary of President Claudia Sheinbaum\u2019s morning conference held today, November 6th, 2024, highlighting the presentation of the CFE Energy Plan, particularly regarding new frameworks for private sector participation in electricity generation.
