{"id":1834,"date":"2024-09-10T20:06:39","date_gmt":"2024-09-10T20:06:39","guid":{"rendered":"https:\/\/www.ibarrapg.com\/?p=1834"},"modified":"2026-04-15T16:00:26","modified_gmt":"2026-04-15T16:00:26","slug":"general-provisions-on-electromobility","status":"publish","type":"post","link":"https:\/\/www.ibarrapg.com\/en\/general-provisions-on-electromobility\/","title":{"rendered":"General Provisions on Electromobility"},"content":{"rendered":"<p style=\"text-align: justify;\">The Energy Regulatory Commission (the &#8220;<span style=\"text-decoration: underline;\">CRE<\/span>&#8220;) has published Agreement A\/108\/2024 in the Official Gazette of the Federation, which establishes the general administrative provisions regarding electromobility focused on the integration of charging infrastructure for electric vehicles and electric vehicles into the National Electric System as part of a Smart Electric Grid (the &#8220;<span style=\"text-decoration: underline;\">DACGs on Electromobility<\/span>&#8220;).<\/p>\n<h4 style=\"text-align: justify;\">Purpose<\/h4>\n<p style=\"text-align: justify;\">The DACGs on Electromobility aim to regulate the charging infrastructure for electric vehicles (&#8220;<span style=\"text-decoration: underline;\">EV<\/span>&#8220;) and electric vehicles (&#8220;<span style=\"text-decoration: underline;\">EVHC<\/span>&#8220;) for their safe and efficient connection to the National Electric System (&#8220;<span style=\"text-decoration: underline;\">SEN<\/span>&#8220;) through the implementation of a digital platform that will monitor the development of such infrastructure in Mexico. It also seeks to facilitate the growth of the electromobility market in the country, allowing for an orderly transition to cleaner energy use in the transportation sector.<\/p>\n<h4 style=\"text-align: justify;\">Scope<\/h4>\n<p style=\"text-align: justify;\">These provisions are mandatory throughout the national territory and apply to both organizations and end users, including those operating charging stations, electric terminals, and free charging stations.<\/p>\n<h4 style=\"text-align: justify;\">Main Regulations and Requirement<\/h4>\n<p style=\"text-align: justify;\"><strong>1.- Technical and Administrative Standards.<\/strong> The technical and administrative requirements that end users wishing to connect EV and EVHC charging infrastructure must meet are established. These include certification of the chargers and installation by trained and certified personnel. Additionally, the use of advanced communication and energy management technologies such as Electric Vehicle Smart Chargers (CIVE) is promoted.<\/p>\n<p style=\"text-align: justify;\">Users wishing to install charging infrastructure must request a separate electric supply service contract, either through the National Energy Control Center (CENACE) when the required voltage level is greater than or equal to 69 KV, or from the supplier (CFE) when it is less than 69KV.<\/p>\n<p style=\"text-align: justify;\"><strong>2.- Charging Stations and Electric Terminals.<\/strong> The specifications for charging stations, electric terminals, and free charging stations are regulated to ensure they are safe and compatible with different types of connectors and charging modes.<\/p>\n<p style=\"text-align: justify;\">The electricity prices must be transparent and visible to users, expressed in pesos per kWh, by charging time, or by period tariffs.<\/p>\n<p style=\"text-align: justify;\"><strong>3.- Interoperability and Monitoring.<\/strong> The CRE will require that charging stations implement interoperability functions with the SEN, allowing for efficient energy demand management. In addition, the CRE will carry out verification visits to ensure compliance with the Grid Code and other applicable provisions.<\/p>\n<p style=\"text-align: justify;\"><strong>4.- Electromobility Platform.<\/strong> The CRE will develop a platform for monitoring and tracking charging infrastructure, where end users must report information regarding the characteristics of their stations, connector types, available chargers, and energy prices.<\/p>\n<p style=\"text-align: justify;\"><strong>5.- Sale of Electricity.<\/strong> Charging station owners engaged in the sale of electricity must comply with the provisions established in the Provision A\/039\/2018 published by the CRE, which regulates the sale of electricity from one end user to third parties, and must submit their sale notice within six months of the service&#8217;s installation.<\/p>\n<p style=\"text-align: justify;\"><strong>6.-<\/strong> <strong>Safety and Sustainability.<\/strong> End users and operators must comply with protection and signage standards according to applicable regulations.
