Professional Background
Widely recognized as a leading figure in the consolidation of Mexico’s legal framework on access to information, Ximena led the transition from the IFAI to the INAI as Chair Commissioner, strengthening its constitutional autonomy and overseeing the implementation of the National Transparency Platform—an unprecedented technological benchmark in Latin America.
As an independent Federal Congresswoman during the LXIV Legislature (2018–2021), Ximena advanced a legislative agenda focused on digital rights, gender equality and civic education, securing the approval of nine initiatives. Notably, she promoted the mandatory inclusion of transparency, access to information and data protection content in basic education curricula. Her parliamentary productivity ranked among the highest of that legislative period.
She has represented Mexico in global data protection forums, served as President of the Ibero-American Data Protection Network (RIPD) and is a member of the World Bank’s Data Privacy Review Panel, whose decisions are binding for 189 countries.
Teaching, Publications, and Speaking Engagements
Ximena has completed research fellowships at the Max Planck Institute (Germany) and the University of Quebec (Canada) and participated in the U.S. Department of State’s International Visitor Leadership Program. She is currently a professor of Personal Data Protection and Digital Rights at Universidad Iberoamericana.
She is the author and co-author of more than 25 books and has been recognized by Forbes as one of Mexico’s 100 Most Powerful Women in two consecutive years, as well as one of the 50 individuals who transformed Mexico.
