For more than 18 years, Emilio has advised domestic and foreign clients in tax matters, especially in strategic litigation before all types of tax and administrative courts. His practice has primarily focused on tax, administrative, and social security litigation, tax audits, and administrative proceedings before the tax authorities and the Taxpayers Ombudsman, as well as in amparo processes. He has strong experience in handling and negotiating tax audits prior to the determination of tax assessments.

Emilio has advised companies in various sectors, such as automotive, energy, technology, pharmaceutical, tourism, oil, cosmetics, food, among others. In the field of administrative law, he has advised companies in bidding procedures, government incentives, and in defense against investigations initiated by the Financial Intelligence Unit, among others.

Trajectory

Before joining Ibarra del Paso Gallego, he practiced at Sánchez Devanny Eseverri, where he strengthened his broad experience in Tax, Administrative, and Social Security Litigation. His expertise includes advising national and international companies on complex litigation matters and developing litigation strategies against tax and social security assessments. Emilio has robust experience in drafting nullity claims and amparo suits, negotiating with tax authorities, and representing companies in investigations started by the Financial Intelligence Unit. His experience is further enriched by his previous roles, including defending tax authorities at the Largest Taxpayers Litigation Section of the Mexican Tax Administration Service (SAT) and providing tax litigation and consulting services at Chevez, Ruiz, Zamarripa.

Credentials

Emilio holds a Master’s Degree in Tax Law from Universidad Panamericana, Mexico City, Mexico (2018), with an Honourable Mention. He has also completed a Special Course on the Fintech Business Model at Universidad Anahuac Mexico Sur (2017), a Special Course on the new “Amparo” Process at Instituto Tecnológico Autónomo de México (ITAM), Mexico City, Mexico (2013), and a Seminar on the Interpretation and Application of Tax Treaties at Sheltons International Tax Training Institute, Mexico City, Mexico (2012). He earned his Law Degree from Universidad La Salle, Mexico City, Mexico (2007).
